Guangdong's New Policy on Sludge Treatment and Disposal Takes Effect on November 1

Units involved in sludge treatment and disposal should strengthen environmental risk prevention throughout the entire sludge management process. If improper handling or disposal leads to environmental pollution, remediation, treatment, and compensation must be carried out. Meanwhile, the Measures encourage the resourceful utilization of sludge and promote integrated incineration methods that combine sludge treatment with waste incineration, thermal power generation, cement kilns, and other processes, thereby enhancing the efficiency of sludge-based thermal energy recovery.

To further strengthen the supervision and management of sludge treatment and disposal at urban sewage treatment plants across the province, prevent and reduce secondary sludge pollution, and promote the resourceful utilization of sludge, the Provincial Department of Housing and Urban-Rural Development and the Provincial Department of Ecology and Environment have jointly formulated the "Guangdong Province Measures for the Management of Sludge Treatment and Disposal at Urban Sewage Treatment Plants" (hereinafter referred to as the "Measures"). These Measures were issued on 2022 Year 11 Month 1 Effective immediately.

The Measures stipulate that sludge treatment and disposal should adhere to the fundamental principles of reduction, stabilization, harmlessness, and resource utilization, while strengthening source control of toxic and hazardous substances and implementing comprehensive, end-to-end management.

 

      The Measures require that units generating sludge promptly report any hazardous or other safety risks identified in wastewater and the sludge produced, and also submit relevant documentation without delay.

 

Units involved in sludge treatment and disposal should adopt effective measures, Prevent the following situations from occurring:

  (1) Sludge is stored without using dedicated containers or packaging materials;

  (2) Stored sludge is exposed;

  (3) Lost sludge;

  (4) Dispose of untreated, compliant sludge as municipal solid waste, or entrust enterprises, institutions, or other producers and operators lacking the necessary capabilities to utilize or dispose of it.

  (5) Accidental incidents during transportation, handling, and disposal have resulted in sludge being scattered, lost, leaked, or spilled.

Additionally, units involved in sludge treatment and disposal should strengthen environmental risk prevention throughout the entire sludge management process. If improper handling or disposal leads to environmental pollution, remediation, cleanup, and compensation must be carried out.

Meanwhile, the Measures encourage the resourceful utilization of sludge. Encourage incineration disposal methods integrated with waste incineration, thermal power generation, cement kilns, and more, to enhance the thermal energy utilization efficiency of sludge.
